        The Department of Education (DepEd) maintained that the Senior High School (SHS) Voucher Program will remain to provide financial assistance for qualified Grade 10 completers who wish to enroll in non-DepEd SHS amid reports claiming that the voucher program will cease to accommodate recipients in school year 2017-2018.
 
In line with its commitment to provide quality education for all, DepEd issued on October 28, 2016 the Department Order No. 66, series of 2016 (DO 66, s. 2016) that aims to provide clear and detailed guidelines in the implementing processes related to the application for vouchers from prequalification to redemption. DepEd also opened the SHS VP online application on November 2, 2016.
 
“We will continue cooperation with the private sectors and private communities, as well as with bilateral and multi-lateral institutions. Hindi natin sila maiiwasan dahil malaking contribution ang magagawa nila. Pero tayo ang magsasabi kung anong gusto natin. We will cooperate with them,” Education Secretary Leonor Magtolis Briones stated as she marked her first 100 days in October.
 
The SHS VP aims to uphold the rights of students to a quality basic education, enable students’ choice, enhance the diversity of senior high schools, and to ease the financial impact on higher educational institutions that might experience reduced in enrolment during the first few years of the SHS implementation. In the Department’s 2017 budget of more than P550 billion, P23 billion is allotted to SHS VP, while the rest is for the public sector education—still the topmost priority of the Department.
 
Eligibility, Application, Qualification
All and only Grade 10 students in the current school year are eligible for SHS VP. These Grade 10 completers are subdivided into automatically qualified students and voucher applicants (VA). Applications are free of charge, and may be done manually (Deadline: January 13, 2017) or online (Deadline: February 10, 2017).
 
The Private Education Assistance Committee (PEAC) shall process all submitted applications and forward the results to DepEd for approval. All automatically qualified students and VAs who meet the qualification criteria are considered QVRs, which shall be tagged in the DepEd Learner Information System (LIS).
 
VAs who do not qualify will not receive voucher subsidy. Applications with false information or incomplete after the deadline are grounds for disqualification.
 
Voucher Values
Under the Department Order, the applicable voucher amount depends largely on the location, type, and fees of the non-DepEd SHS where the QVR wishes to enroll. The category of the QVR also affects the voucher amount. The values allotted represent the maximum payment a non-DepEd SHS provider shall be paid per voucher program beneficiary (VPB) per school year.

DOH to Distribute Condoms in School in 2017

MANILA, Philippines - Starting next year, the Department of Health (DOH) will distribute condoms in schools nationwide as part of the effort to stop the spread of HIV/AIDS among the Filipino youth.
Health Secretary Paulyn Ubial said the HIV/AIDS trend in the country should be reversed and the DOH is looking to distribute condoms not only in health facilities, but even in non-traditional outlets like school clinics.
Ubial said the DOH would work with the Department of Education (DepEd) to implement the program on a pilot-test basis.
“The distribution of condoms will start as soon as we have threshed out certain matters with the DepEd,” Ubial said in an interview.

“But before the distribution, there will be counseling so we can prepare the schools, teachers and the students,” Ubial added.
The DOH’s strategy to prevent the spread of HIV/AIDS may become controversial, but Ubial said the government must adopt bolder moves, considering that the profile of HIV/AIDS patients in the country is getting younger.
“The youngest recorded HIV patient in the country is 11 years old,” Ubial said, citing results of recent studies showing that Filipinos are engaging in sex more and at a very young age.
According to Ubial, the DOH is not encouraging the youth to use condom and only distributing it for their protection.
“Distribution of condom is not a bad habit. We are not encouraging the youth to use. It is for safekeeping and should be used only during emergency and for their protection,” Ubial stressed.
Ubial also reported that the DOH is looking into the possibility of giving free pre-exposure prophylaxis drugs to high risk or groups of people vulnerable to the potentially deadly infection.
“We will look into it, but we have to consider logistics before adopting the strategy,” she said.
Aside from condom and pre-exposure drugs, Ubial said the DOH is willing to provide self-testing kit to high-risk groups if ever it becomes available in the country.
“It is not yet available in the Philippines. We hope that it will be registered with the FDA and soon be available to our countrymen,” she said.
However, Ubial said the self-testing kits will be available only in health facilities and partner agencies, but not in drug stores.
“The test kits will not be available in the drug store because we will need counseling before one gets tested so we could avoid possible increase in depression or suicide because they might not know what to do if they find themselves positive,” Ubial said.

Church also sounds alarm

An official of the Catholic Bishops’ Conference of the Philippines (CBCP) yesterday expressed concern over the rising cases of HIV among the youth.
In an interview over the Church-run Radio Veritas, CBCP-Episcopal Commission on Health Care executive secretary Fr. Dan Cancino said they are alarmed over the rise in the number of 15- to 24-year-old Filipinos afflicted with HIV/AIDS.
Cancino said, “A majority of those affected is our youth. The number of cases from 15 years old until 24 years old is increasing. So this is the future of our country because these are mostly our high school and college students.”
He believes that at least two factors contributed to the spread of HIV/AIDS – poor dissemination of information and the prevalence of pre-marital sexual activities among the youth.

AMENDATORY RULES AND REGULATIONS GOVERNING THE MONETIZATION OF LEAVE CREDITS OF GOVERNMENT OFFICIALS AND EMPLOYEES

The following rules and regulations are being promulgated and adopted to amend Rules IV and VI of Joint CSC-DBM Circular No. 1, s. 1991, governing the monetization of leave credits of government officials and employees:

Rule IV. Monetization of Leave Service Credits

Section 1. Officials and employees in the career and non-career service, whether permanent, provisional, temporary or casual, shall be allowed to monetize a maximum of thirty (30) days vacation leave/service credits, subject to the following conditions:
1. There shall remain five (5) days vacation leave/service credits after monetization; and
2. Said official or employee has accumulated no less than fifteen (15) days vacation leave/service credits, in which case he can monetize no more than ten (10) days.
Section 2. The monetization of leave credits shall be availed of only once a year. However, for 1997, an official or employee who has already monetized ten (10) working days in accordance with Joint CSC-DBM Circular No. 1, s. 1991, may be allowed to monetize the balance of twenty (20) working days provided there shall remain no less than five (5) days leave to his credit after monetization.
Section 3. An official or employee who availed of this privilege shall still go on five (5) days forced leave, subject to the provisions of Executive Order No. 1077 dated January 9, 1986 and its implementing rules and regulations.

Rule VI. Funding and Effectivity

Section 1. Funding. – Funding for the implementation of the monetization of vacation leave/service credits shall be charged against any savings of the department, agency, government-owned/-controlled corporation or local government unit concerned. For purposes of this Circular, “savings” is as defined under Section 54 (Meaning of Savings and Augmentation), General Provisions, FY 1997 General Appropriations Act.
In the utilization of savings, agencies shall give priority to the augmentation of the items enumerated under Sections 55 (Priority in the Use of Savings) and 56 (Use of Savings for the Implementation of the Magna Carta of Public Health Workers), General Provisions, FY 1997 GAA. Employees holding positions below salary grade 19 shall be given preference in the availment of this privilege.
Section 2. Effectivity. – This Joint Circular shall take effect immediately.

Php39,000 Salary for DEPED Teachers





MANILA, Philippines – The Department of Education (DepEd) is looking into the possibility of increasing the salary of public school teachers to P39,000 a month, an amount that will add P200 billion to the national budget.
Education Secretary Leonor Briones said the proposed hike is being reviewed by financial managers to ensure that it would not create a huge gap between the salaries of other government workers.
“My impression during Cabinet meetings is that the President wants to keep his (election) promise...our budget right now is one-third of the entire national budget. And we will be adding 200 billion minimum to be able to fulfill that promise. So, perhaps to fulfill that promise, without creating an even wider gap with the policemen, nurses, clerks, janitors, drivers and so on, this has to be carefully planned in terms of the financial requirements,” Briones said in a briefing in MalacaƱang Friday.
“I’m not saying that they should not be done. I’m just saying what the magnitudes are because we are asked to make a very quick computation,” she added.

The starting salary of public school teachers is at P19,000 per month but may total P23,000 when the benefits or allowances are included.
Briones compared it to the policeman’s P14,000 salary and a nurse’s P19,000 salary.

Although she is sold on the idea of giving the increase, she stressed that this may not be given in one swoop. When approved, the increases would also be dependent on the teaching field. Science and math teachers and their rankings may be considered.
Briones said there is also a need to consider the plight of private school teachers when giving out the increases. She cited the exodus of educators to the public teaching sector.
One private school in Isabela province, she cited, pays its entry-level teachers only P8,000 per month.
“There are an increasing number of private schools which are now closing because they cannot retain their teachers who are migrating to the public sector. So even as you take care of the public school teachers, as is currently demanded, you have to look also at the situation of the private school teachers, particularly those teaching kindergarten and the volunteers,” Briones explained.
She did not say when the proposal would be approved for implementation, but she remains hopeful that it would be done before President Duterte’s six-year term ends in 2022.
